This software tool represents the Agency's current thinking on the kinds of vulnerabilities that food establishments may encounter and some measures to minimize the risk that food under their control will be subject to tampering or other malicious, criminal, or terrorist actions. The accuracy of these vulnerabilities cannot be guaranteed for all food establishments without proper validation studies. It does not create or confer any rights for or on any person and does not operate to bind FDA or the public and should be considered educational in use. Not all of the vulnerabilities portrayed in this software tool may be appropriate or for every food establishment, particularly smaller facilities and distributors. FDA recommends that operators review the material in each section that relates to a component of their operation, and assess which are suitable. These educational examples should not be regarded as minimum standards. Nor should the examples provided be considered an inclusive list of all potential vulnerabilities and approaches to achieving the goal. FDA recommends that operators consider their vulnerabilities, the goal of the preventive measures, assess whether the goal is relevant to their operation, and, if it is, design an approach that is both efficient and effective to accomplish the goal under their conditions of operation.
